Government Can Do Something For The People Only In Proportion As It Can Do Something To The People.

A Country Whose Buildings Are Of Wood, Can Never Increase In Its Improvements To Any Considerable Degree.... Whereas When Buildings Are Of Durable Materials, Every New Edifice Is An Actual And Permanent Acquisition To The State, Adding To Its Value As Well As To Its Ornament.

Conquest Is Not In Our Principles. It Is Inconsistent With Our Government.

Those Characters Wherein Fear Predominates Over Hope May Apprehend Too Much From...instances Of Irregularity. They May Conclude Too Hastily That Nature Has Formed Man Insusceptible Of Any Other Government Than That Of Force, A Conclusion Not Founded In Truth Nor Experience.

The Instability Of Our Laws Is Really An Immense Evil. I Think It Would Be Well To Provide In Our Constitutions That There Shall Always Be A Twelve-month Between The Ingross-ing A Bill & Passing It: That It Should Then Be Offered To Its Passage Without Changing A Word: And That If Circum-stances Should Be Thought To Require A Speedier Passage, It Should Take Two Thirds Of Both Houses Instead Of A Bare Majority.
