If By 'intellectual' You Mean People Who Are A Special Class Who Are In The Business Of Imposing Thoughts And Forming Ideas For People In Power, And Telling People What They Should Believe...they're Really More A Kind Of Secular Priesthood, Whose Task It Is To Uphold The Doctrinal Truths Of The Society. And The Population Should Be Anti-intellectual In That Repect.

Public Opinion Can Be Influential, The Media Can Be Influential.

Half Of The [usa] Population, Roughly, Thinks The World Was Created A Couple Thousand Years Ago. Two Thirds Of The Country Is Expecting The Second Coming Of Christ. They've Also Had To Turn To Nativists. The Gun Culture In The United States, Which Is Out Of Control, Is Party Fueled By People Who Think 'we've Got To Have Our Guns To Protect Ourselves.'

The United States Is A Very Insular Society. Most People Know Very Little About The Outside World And Don't Care That Much. They're Concerned With Their Own Affairs.

It Was Right After Woodrow Wilson's First Serious Post-world War I Repression, Which Deported Thousands Of People, Effectively Destroyed Unions And Independent Press, And So On. Right After That, The Anti-immigration Law Was Passed That Remained In Place Until The 1960s.
